The president, who is currently going around <a href=\"http:\/\/www.baltimoresun.com\/news\/nationworld\/politics\/wire\/la-na-trail12may12,1,2733317.story\">touting<\/a> <a href=\"http:\/\/www.smartmoney.com\/bn\/ON\/index.cfm?story=ON-20040511-001205-1444\">programs<\/a> whose budgets he had tried to cut, is <a href=\"http:\/\/www.cnn.com\/2004\/ALLPOLITICS\/05\/27\/bush.budget\/index.html\">planning to put those programs up on the block<\/a>:<\/p>\n<blockquote><p>\n<b>Homeland Security Department 3% cut<br \/>\nEducation  2.4% cut<br \/>\nVeterans Affairs 3.4% cut<br \/>\nEPA 2.6% cut<br \/>\nNIH 2.1% cut<br \/>\nInterior Department 1.9% cut<\/p>\n<p>Defense Department 4.3% increase<\/b><\/p><\/blockquote>\n<p>What do you think the chances are that the increase for the defense department is going towards soldiers pay?<\/p>\n<p>There is, of course, much compassion from conservatives about the issue.<\/p>\n<p>&#8220;<a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A58762-2004May26.html\">But with the budget deficit exceeding $400 billion this year, tough and painful cuts are unavoidable<\/a>, said Brian M. Riedl&#8230;&#8221;I think the public is ready for spending cuts,&#8221; Riedl said. &#8220;Not only does the public understand there&#8217;s a lot of waste in the federal budget, but the public is ready to make sacrifices during the war on terror.&#8221; &#8221;<\/p>\n<p>Ready to make sacrifices for the war on terror? With cuts in education spending while <a href=\"http:\/\/www.taxpayer.net\/TCS\/whitepapers\/SUVtaxbreak.htm\">corporate <\/a><a href=\"http:\/\/www.cnn.com\/2003\/ALLPOLITICS\/01\/05\/economic.stimulus\/index.html\">welfare<\/a> continues? Apparently sacrifices are to be made only by those who are least able to make them&#8211;those who are poor.
